Parish Council Meeting Minutes 8th April 2025
Present: Parish Councillors: Mrs P Cranfield (Chairman), Mr D Hawes (Vice Chair), Mr A Wilson, Mrs A Treacy & Mrs M Avis.
In Attendance: Mrs Carole Sands (Parish Clerk)
Public Open Forum: As there were no other members of the public present the Chairman closed the open forum.
National & District Council Updates: Not in attendance
Commencement of the Parish Council Meeting
2526/1/1 Apologies for Absence: Apologies were received and accepted for Councillors Mrs M Marshall & Mrs E Unwin.
2526/1/2 Approval of the Minutes: It was RESOLVED to approve the minutes of the Parish Council meeting 14th January 2025 as a true and accurate record. Proposed by Councillor A Wilson and seconded by Councillor A Treacy

2526/1/5 Parish Clerk & Councillors Update from Previous meeting:
1/5/1 Councillor (Parish Council) Email Addresses: As agreed at the Parish Council meeting in January this action can now be progressed as we are now in the new financial year.
1/5/2 Coal Yard Parking: Parish Clerk to organise a meeting with Mr Harry Coups Grimsthorpe Estate Manager to agree how we take this forward.
1/5/3 Drains A151 Flooding: Nothing new to report. This item will be removed from the agenda; however, the Parish Council will continue to monitor the situation.
1/5/4 Flooding Near the School: There continues to be water in this area. Parish Clerk to contact Councillor Martin Hill for an update on the investigations by Highways.
2526/1/6 New Parish Council Matters: The annual Carol Singing event to be added to the agenda for the May meeting.
2526/1/7 Play Area: Following the recent reseeding of the grass areas around the base of the equipment posts in January, it appears that the areas have been sprayed by a third party which has damaged the grass making it brown and patchy. As a result, the previous works will need to be repeated. Councillor Andrew Wilson to follow up with the grass cutting team. Councillor Mrs P Cranfield to arrange for the Junior swing seats to be installed.
2526/1/8 Village Hall: There has been no further update on the lease, Parish Clerk to arrange a meeting with Mr Harry Coups, Grimsthorpe Estate Manager to discuss this.
2526/1/9 Planning Matters: No new applications to discuss.
2526/1/10 Financial Matters: Income
2526/1/10/1 £3200 SKDC Precept
2526/1/11 Financial Matters: It was RESOLVED by the Parish Council Members to accept the expenditure as detailed below.
2526/1/11/1 LALC training subscription £132.00
2526/1/11/2 LALC Membership fees £101.20
2526/1/11/3 Black Ink cartridge £22.69
The following expenditure was agreed at the January Meeting
Salaries for Parish Clerk, Community Street cleaner & HMRC payment. £534.10
Unfortunately, due to computer access issues whilst the Parish Clerk was on holiday an over payment in the salaries for the Parish Clerk and the Community Street Cleaner was made. Parish Clerk £31.00 and Community Street Cleaner £46.40 basically the tax was not deducted. The correct HMRC payment has been paid £77.40.
The Parish Council members acknowledged and noted the over payment errors, Parish Clerk to recover the over payments as detailed above.
2526/1/12 Financial Matters: Bank Reconciliation and end of Financial Year update. The figures below include the 2025/26 Precept. The figures shown were up to 8th April 2025, it was RESOLVED to approve the Bank Reconciliation

The Parish Clerk made the Parish Council members aware that the new charges from Lloyds Bank have now come into force and as a result there is a monthly fee of £4.25 being charged for the Community account.
2526/1/13 Parish Council Policies & Procedures: Nothing to review during this meeting.
2526/1/14 Correspondence: The Parish Clerk made the Councillors aware of the various items received, Project Gigabit, a government lead project to deliver internet to outlying rural communities is an item for discussion at the meeting in May.
2526/1/15 Next Meeting Date: Confirmation of next meeting date 13th May 2025, this will include the annual Parish Meeting.
There being no other agenda items the Chairman closed the meeting at 20:05 hours.
