Present: Parish Councillors: Mrs P Cranfield (Chairman), Mr A Wilson, Mr D Hawes (Vice Chairman) Mrs A Treacy, and Mrs M Avis.

In Attendance: Mrs Carole Sands (Parish Clerk).

Public Open Forum : As there were no members of the public present at the meeting, the Chairman closed the open forum.

County & District Council Update: Councillors not in attendance.

Commencement of the Parish Council Meeting

2526/4/50 Apologies for Absence: Mrs E Unwin.

2526/4/51 Approval of the Minutes: It was RESOLVED to approve the minutes of the Parish Council meeting 8th July 2025 as a true and accurate record. Proposed by Councillor Wilson and seconded by Councillor Treacy.

2526/4/52 Request for Dispensation: None requested

2526/4/54 Parish Clerk & Councillors Update from Previous meeting:

4/54/1 Councillor Vacancy: The vacant position is now being advertised as a Co-option. This is published on the website and Parish Council notice boards.

4/54/2 Carol Singing Event: The date is confirmed as 16th of December 2025 commencing at 6:30pm, in the field on the corner of Church Lane, after the traffic light bridge.

4/54/3 National Grid Proposal: The first consultation phase has now closed, and the Parish Council are continuing to monitor the situation for local impact.

2526/4/55 New Parish Council Matters:

4/55/1 River Vegetation Management: The Environment agency have confirmed that the task of managing the vegetation in the river system is completed annually and is due to be conducted later this month. The Parish Council members feel that the removal of silt in the river would potentially help to reduce flooding issues. Parish Clerk to confirm with the agency if the planned work includes silt removal.

2526/4/56 Play Area: Annual Inspection & maintenance

4/56/1 ROSPA Annual Inspection report: The Council Members discussed the risk assessment and recommendations within the report from August 2025. The Members noted that in financial year 2024/25 £4,070 was spent on the maintenance of the wood structure within the trim trail. It was RESOLVED that the Parish Clerk request a quote for the areas risk assessed as amber. The Parish Council will review this at the meeting on 11th of November 2025.

2526/4/57 Village Hall: The Chair of the Village Hall Committee confirmed that the new lease document for 14 years can be agreed with Grimsthorpe Estate. Parish Clerk to confirm this.

2526/4/58 Planning Matters: There are no new planning applications to discuss.

2526/4/59 Financial Matters Income: The Parish Council members noted the refund of £31.96 by the Parish Clerk for over payment in the 2024/25 accounts.

2526/4/60 Financial Matters Expenditure: The Parish Council members RESOLVED to accept this expenditure.

             4/60/1 Lloyds Bank Account fees (£4.25 for each month)  £8.50 (July & August)

             4/60/2 ROSPA Invoice for annual play area inspection £96.00

4/60/3 September Salary & HMRC payments exact amount to be confirmed at the next meeting. (See note below with regards to changes)

The Parish Council RESOLVED to agree the increase of salary for the Parish Clerk in line with the recent salary agreement via National Association of Local Councils (NALC) Scale 15. The Council Members RESOLVED to accept the confirmation letter for the salary increase for the Community Street cleaner which was agreed at the Parish Council meeting on the 8th of July 2025.

The Parish Clerk confirmed that the Microsoft software has not yet been purchased as detailed at the meeting in July. Therefore, this item is still awaiting purchase by the Parish Clerk. The Council Members noted this.

2526/4/61 Financial Matters: Bank Reconciliation: The Parish Council members RESOLVED to accept the bank reconciliation as shown.

            4/61/1 Community Bank Account: £4786.15 (as at 01/09/25)

            4/61/2 Business Bank Account: £499.83 (as at 11/08/25)

2526/4/62 Parish Council Policies & Procedures: Parish Clerk to review the Statutory requirements and confirm what documents are required and report back at the next meeting.

2526/4/63 Correspondence: Various have been received which have been forwarded to the Parish Councillors prior to this meeting. Worthy of note are those detailed below, no further discussions were required on other items received.

4/63/1 Waste Collections: Reminder about the waste collections days which come into effect from Monday 15th September 2025, full details have been sent out to all householders by SKDC. The SKDC website also has the details of the changes.

4/63/2 Anglian Water Road Closure: this is currently in place; the back lanes are busier than usual as a result.
