DRAFT Parish Council Meeting Minutes 8th July 2025

Present: Parish Councillors: Mrs P Cranfield (Chairman), Mr A Wilson, Mr D Hawes (Vice Chairman) Mrs A Treacy, Mrs M Avis and Mrs E Unwin.

In Attendance: Mrs Carole Sands (Parish Clerk) and Mr Martin Hill (LLCC)

Public Open Forum : As there were no members of the public present at the meeting, the Chairman closed the open forum.

Lincolnshire County Council Update: Councillor Martin Hill gave the Council members a brief update on the local area, this included recent road re-surfacing near Corby Glen and patching within the Parish boundaries. Anglian Water are continuing works locally with the pipeline. There is no progress to date with the water leaks in Elsthorpe or Main Street Edenham. Parish Clerk to report these to Anglian water again.

2526/3/36 Apologies for Absence: None required

2526/3/37 Approval of the Minutes: It was RESOLVED to approve the minutes of the Parish Council meeting 13th May 2025 as a true and accurate record. Proposed by Councillor Treacy and seconded by Councillor Wilson.

2526/3/40 Parish Clerk & Councillors Update from Previous meeting:

3/40/1 Water/Flooding: No further update as discussed with Councillor Hill.

3/40/2 Carol Singing Event: Discussion for the next meeting.

2526/3/41 New Parish Council Matters:

3/41/1 Kinsey Solar Farm: Information discussed, and it was noted that this does not directly affect the Parishes.

3/41/2 National Grid Proposals: Councillor Hill (LLC) confirmed that he had attended a couple of meetings regarding this proposal. The Parish Clerk has sent links to the website which holds the library documents for this to the Councillors in advance of this meeting. To date we have not had any contact from residents who may be affected by this proposal. It was noted that several of the properties near the proposed route are owned by Grimsthorpe Castle, it was agreed that the Parish Clerk contact Grimsthorpe Estate Manager  and other residents who own properties to make them aware that the Parish Council are following this development and are working with other local Parish Councils in the area.

3/41/3 Councillor Vacancy: This has been reported to South Kesteven District Council (SKDC), the recruitment process has started, the notice is on the Parish Council notice boards and will run until 21st July 2025.

2526/3/42 Play Area: Internal Inspection & maintenance

3/42/1 July Inspection Report: The report was sent to the Council members in advance of this meeting. It was noted that there are several bare patches on the grass around posts due to the weed killer used by the grass cutting service provider. Councillors inspected the play area after the meeting to assess the splitting and rough areas reported on the wooden posts. It was agreed that these areas are not currently posing a safety risk, monitoring will continue. Further works to repair grass areas will be undertaken again at the end of the summer season.  

3/42/2 Annual Inspection: The annual inspection has been booked with ROSPA and is expected to be completed in August/September 2025.

2526/3/43 Village Hall: Councillor Unwin has undertaken a review of the proposed lease document and provided an update to the Parish Council Members. Following the discussions it was agreed that the Parish Clerk contact Grimsthorpe Estate Manager to discuss the points raised.

2526/3/44 Planning Matters: There are no new planning applications to discuss.  

2526/3/45 Financial Matters: Income the Council members noted this income

3/45/1 The VAT claim for F/Y 2024/25 has been received into the Community bank account. The Parish Council members acknowledged this receipt £756.84.

2526/3/46 Financial Matters: The Parish Council members RESOLVED to accept this expenditure.

            3/46/1 Parish Council Admin: Printer paper £4.90

3/46/2 Lloyds Bank Account Fees: £4.25 (invoice 45627858 from 10/4/25 to 09/05/25), it was also noted that the next monthly fee will be due 10/05/25 to 09/06/25 payment date 18th July 25.

3/46/3 Microsoft Subscription: Estimated £65 based on last year’s subscription, Council members approved the purchase of this software.

Payments made via the Community Bank Account and interest on the Business Bank Account are shown in the separate document attached to these minutes.

2526/3/47 Financial Matters: The Parish Council members RESOLVED to accept the bank reconciliation as shown.

            3/47/1 Community Bank Account: As 27th June 2025    £4767.59

            3/47/2 Business Bank Account: As 9th June 2025         £499.22

2526/3/43 Parish Council Policies & Procedures: Parish Clerk to comply a list of documents that are legally required by the Parish Council.

2526/3/48 Correspondence: Various have been received which have been forwarded to the Parish Councillors prior to this meeting. No further discussions were required on any of the items.

2526/3/49 Next Meeting Date: 9th September 2025

There being no other business the Chairman closed the meeting at 20:45 hours
