2018 Parish Council Meeting Minutes

Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 13th March 2018 at 7:30 pm

Present: Councillors Mrs Cranfield (Chairman), Mrs Edwards, Mr Wilson, Cllr Robins (SKDC),  Mr Clayton(secretary).

Apologies: Councillors Mrs Whadcock, Mrs Schwarz, Mr Biggs, Mr Martin and Mr Hill (Lincolnshire County Council)

1.0 Open Forum.

The chairman welcomed Cllr N Robins (SKDC) who gave updates on work/projects underway at District Council. These include progress on the Town Markets, Retail Forum, Improvements to Leisure Centres, improvements to SKDC Community Grant Funding Scheme, SKDC working closely with Rutland County Council (shared resources), Upgrade to car park ticketing system in Grantham/Stamford and introduction of an SKDC Lottery - to support community activities. The chairman thanked Cllr Robins for his time and input, closed the Open Forum and opened the Parish Council Meeting.

Cllr Wilson proposed, seconded Cllr Edwards, that the minutes be signed as a true record. Agreed.

4.0 Requests for Dispensations: 

None requested

5.0 Declarations of Interest

None requested

6.0 Update from Previous Meeting

Street Cleaning - Ongoing.

7.0 Speed Warning Signs:

Secretary reported; Following receipt of LRSP survey results (1 site Grimsthorpe post unsuitable- leaning, 1 site Edenham unsuitable hedge overgrown)  an order had been placed with Unipart Dorman for one interactive speed warning sign plus 3 mounting brackets. Cheque signed prior to meeting for £2582.40p - order confirmed - delivery forecast early April. Working party to install equipment to be arranged.

8.0 Planning Applications

Application S18/0169 - Mr T Blanchard, Agricultural Barn, Elsthorpe Grange, studied prior to meeting - no objection/comments passed to SKDC Planning Dept.

9.0 Children's Play Area:

Secretary reported; application made to SKDC's Community Fund had been successful, 75% of grant to be paid in near future with 25% on completion. A completed order form and payment for replacement posts (Cheque signed for £4050.78p) sent to Playdale Ltd to works to be scheduled as soon as possible.

10.0 Financial Matters:

Cheque signed;

i.  LALC Subscription,  2018/19 - £103.48p

ii  HMRC - PAYE,  4rd Qtr 2017/18 - £71-00p.

ii. Mr LA Clayton - wage, 4rd Qtr 2017/18 - £283-71p. 

11.0 General Data Protection Regulation (GDPR):

Secretary briefed meeting on latest information on the introduction of the GDPR in May 2018.  LALC and NALC are currently clarifying the way ahead for small authorities with regard to implementation.

12.0 Correspondence

Various correspondences were studied.  Secretary to reply as required

13.0 Other Business

Cllr Edwards reported; Blocked drainage gulley, Scottlethorpe Road.  

14.0 Next Meeting:

The next meeting of Edenham Parish Council will take place on Tuesday, 8th May 2018 in Edenham Village Hall immediately following the Annual Parish Meeting that commences at 7:30pm.

With there being no further business the Chairman closed the meeting at 8:30pm
