November 2018 Parish Council Meeting Minutes

Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 13th November 2018 at 7:30 pm

Present Councillors Mrs Whadcock, Mrs Edwards, Mr Martin, Mrs Cranfield (Vice chairman), Mr Wilson, Mr Clayton (secretary)

Apologies Councillors Mr Biggs(Chairman), Mr Robins (South Kesteven District Council), Mr Hill (Lincolnshire County Council)

1.0 Open Forum 

The Vice-chairman welcomed 1 member of the public, however no issues were raised hence the Open Forum was closed and the Parish Council Meeting was opened

2.0 Parish Council Meeting

3.0 Minutes of last meeting:

Cllr Martin proposed, seconded Cllr Wilson, that the minutes be signed as a true record. Agreed

4.0 Requests for Dispensations:

None requested

5.0 Declarations of Interest:

None requestsed

6.0 Councillor Vacancy:

Secretary reported; after the resignation of Cllr Schwarz the post was advertised law with current regulations. With no request to SKDC from the parishioners for a bye - election the process of Co-option a member was commenced. Initially two  candidates put their names forward but prior to meeting one stepped down leaving  Mr Tim Clarke, Scottlethorpe, who was present at the meeting. Following a small introduction  Cllr Cranfield proposed,  seconded Cllr Whadcock, that Mr Clarke be co-opted onto the council as a new member. Agreed. Acceptance of office and declaration of interest forms completed by Mr Clarke.  Copies to SKDC.

7.0 Update from Previous Meeting

i. Street Cleaning - Ongoing. Grant for Oct/Apr19 received from SKDC

ii. SID - the equipment re-located to Edenham (Pillarwood Farm) .

8.0 Council Member engagement:

Secretary and Cllr Martin expressed concern over the level of councillor involvement in council projects/routine tasking. After discussion it was agreed that the topic would be placed on the next agenda where councillors should come forward with plans to allocate individual areas of responsibility. 

9.0 Planning:

Permission Granted, S18/0228 - CCTV camera - Grimsthorpe Castle main entrance.

10.0 Children's Play Area:

i.  Cllr Martin reported; Site now open after new chains and toddler swings installed. (Invoice - £1375.20p). Cllr Wilson confirmed the Village Hall committee had agreed to include the revised grassed area in their grounds maintenance contract starting 2019.

ii. Secretary reported, play area safety inspection carried out with only a few minor risks highlighted (minimal rot of several wooden posts). Invoice - £54-00p.

iii. Insurance Upgrade - All Risks play area . After discussion on increasing the cover at a cost (approx £150 per year ) it was proposed by Cllr Martin, seconded Cllr Whadcock, that the extra costs could not be justified against the likely risks of loss. Agreed

11.0 Financial Matters:

i.  Cheques signed for the following:

            a.  Greatford Garden Services Ltd - Chains/Swing seats - £1375- 20p.

            b.  Wicksteed Leisure Ltd - Safety Inspection - £54-00p

ii.         Annual Budget - Precept Set 2019/20. After considering the proposed budget for the forthcoming year it was proposed by Cllr Cranfield, seconded Cllr Whadcock, that the precept set against SKDC be raised by £200-00p to £2950-00p to cover ongoing cost rises such as wages, insurance, maintenance etc. Agreed, Secretary to action.

12.0 Community Emergency Plan

Further contact details gathered - secretary to liaise with chairman to finalise plan and forward to LCC.

13.0 Parish Xmas Tree:

Cllr Cranfield reported; Grimsthorpe Estate staff will contact her with delivery/installation details. Lights installation and refreshments to be organised ready for event - Tuesday, 11th Dec (18:30pm). Steam Action coordinating the carol singing.

14.0 Correspondence:

Various correspondences were studied.  Secretary to reply as required

15.0 Other Business:

i. Cllr Whadcock reported; concerns received over vehicles parking in School Safety Zone during school times. Community Police Beat Team to be contacted.

ii.  Cllr Clarke reported; lack of information about broadband upgrade status for outlying properties. Secretary to contact OnlineLincolnshire.

iii. Cllr Cranfield reported: Metal fence railings bent out towards footpath - Scottlethorpe Road. Secretary to contact Grimsthorpe Estate.

16.0 Next Meeting:

The next meeting of Edenham Parish Council will take place on Tuesday, 8th January 2019 in Edenham Village Hall commencing at 7:30pm.

With there being no further business the Chairman closed the meeting at 9:15pm.
