Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 11th September 2018 at 7:30 pm
Present Councillors Cllrs: Mrs Whadcock, Mr Biggs(Chairman), Mr Martin, Mrs Cranfield, Mr Wilson, Mr Clayton(secretary) Mr Robins (South Kesteven Dristict Council).
Apologies Councillors Mrs Edwards, Mrs Schwarz, Cllr Hill (Lincolnshire County Council)
1.0 Open Forum
The chairman welcomed 1 members of the public, however no issues were raised hence the Open Forum was closed and the Parish Council Meeting was opened.
2.0 Parish Council Meeting
3.0 . Minutes of last meeting:
Cllr Martin proposed, seconded Cllr Wilson, that the minutes be signed as a true record. Agreed.
4.0 Requests for Dispensations
None requested
5.0 Declarations of Interest:
None requested
6.0 Update from Previous Meeting
i. Street Cleaning - Ongoing.
ii. SID - the equipment has been downloaded and re-sited in Grimsthorpe (2 new clamps purchased to fit post). Data again emphasised the high volumes of traffic with a relatively high percentage exceeding the 30mph limit.
7.0 Planning Permission:
i. Granted S18/0966 - Vehicular Access - 1 Ivy Cottage, Main Road, Grimsthorpe.
ii. Granted S18/1001 & S18/1051(Listed Consent) - Demolition of lean-to + internal alterations - Edenham Vicarage
8.0 . Children's Play Area:
Cllr Martin/Secretary reported; Play surface area grass showing improvement following recent rain, some remedial work and initial grass cut carried out by contractor. Project completion report accepted by SKDC's Community Fund and balance of grant funding now received. Contractor requested to carry out replacement of stolen chains and damaged toddler swing seats.(quote of £1148.00p (Ex VAT).
9.0 Financial Matters:
i. Cheques signed for the following:
a. HMRC - PAYE, 2ndt Qtr 2018/19 - £74-20p
b. Mr LA Clayton - wage, 2nd Qtr 2018/19 - £27-52p
c. Mr LA Clayton 2 x new SID Clamps - £16.58p
ii. Annual Maintenance Grants: After studying the projected bank balances for the year end it was proposed by Cllr Biggs, seconded Cllr Martin, that the annual grants for the year remain as per last year. However, the secretary is to contact Village Hall Committee to clarify arrangements for ground maintenance of the play area to reflect site changes following upgrade.
Cheques Signed: a. Edenham PCC - Churchyard Maintenance - £300
b. Edenham Village Hall - Grounds Maint - £450
10.0 Parish Christmas Tree:
After discussion it was agreed that the Xmas tree/Carol signing events should be repeated this coming season. A date of Tuesday, December 11th (6:30pm) was agreed. Secretary to write Grimsthorpe Estate requesting assistance with a suitable tree. Final details for event to be detailed at next meeting.
11.0 Correspondence:
Various correspondences were studied. Secretary to reply as required
12.0 Other Business
i. Cllr Cranfield reported; concerns received over a light Goods vehicle parking opposite the school on School Lane causing a traffic hazard during school times. Secretary to contact highways ref the lack of zig-zag parking restriction yellow lines on that side of the road following recent re-surfacing.
ii. Cllr Martin reported; Grass on bank opposite Black Horse Inn Grimsthorpe not being cut. Secretary to ask Grimsthorpe Estate if they could carry out this work.
iii. Cllr Wilson reported; Edenham Village Hall committee are considering increased security measures for the hall due recent minor acts of vandalism.
iv. Cllr Biggs reported; He had received indications from Cllr Schwarz that she would like to resign from the council. On receipt of her formal letter of resignation the vacancy will be advertised and SKDC notified.
v. Cllr N Robins (SKDC) reported; district councillors now have a small community fund available to offer to parishes to aid in small capital expenditure projects. He also gave details of a SKDC event 'Bourne CiCLE Festival' to be staged on the 14/15th September 2019 which will include cycle stages around the area - Grimsthorpe/Bourne etc. Another of the districts projects to bring more visitors to the area.
13.0 Next Meeting
The next meeting of Edenham Parish Council will take place on Tuesday, 13th November 2018 in Edenham Village Hall commencing at 7:30pm. A meeting of the Edenham Consolidated Charity Trustees will follow.
With there being no further business the Chairman closed the meeting at 9:05pm.
