Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 10th January 2017 at 7:30 pm

Present - Councillors Mr Biggs, Mr Wilson, Mr Martin, Mrs Whadcock, Mrs Schwarz, Mr Clayton (Secretary)

Apologies - Councillors Mrs Edwards, Mrs Cranfield, Councillor Mr Hill (LCC), Mr Robins(SKDC),

1. Open Forum.

Chairman welcomed three members of public. The topic of Broadband internet access was raised again, thanks to secretary for passing on latest information on the planned upgrade of the service from BT/LCC Project Team at "OnLincolnshire". A number of potholes were also reported along Scottlethorpe Road, Edenham. Secretary to report to Highways Dept. The Chairman thanked the members of the public for their attendance and input, closed the Open Forum and opened the Parish Council Meeting.

3. Minutes of last meeting:

Read. Councillor Martin proposed, second by Councillor Schwarz, that the minutes be signed as a true record. Agreed.

4. Requests for Dispensations: None requested

5. Declarations of Interest: None requested

6. Update from Previous Meeting:

i. Play Area - See Item 9.

ii. Street Cleaning - Ongoing - letter to MacDonald's requesting help in clearing some of the litter.

iii. Broadband Upgrade. Details of reply from 'Onlinelincolnshire' on the projects timescales. Postcodes PE10 0LL, PE10 0LW, PE10 0LN – due March 2017-Sept. 2017. PE10 0LP, PE10 0LR, PE10 0LS – due March 2018 – Sept. 2018.

7. Parish Xmas Tree:

Councillor Biggs reported; The Christmas tree was erected and Xmas lights installed in time for carol service which went ahead on 13th December. The event was extremely well attended with approximately 70 parishioners attending. Special thanks to Heath Cranfield, Rob Haddow, Dennis Murray and his team for erecting the tree, 'Steam Action' for co-ordinating the carols and everyone who attended. Cheques were signed to refund;

i. Councilor Biggs - £34-00p batteries for lights; Councillor Schwarz - £115-00 refreshments

8.Pensions Regulator:

Secretary reported; Formal notification made to employee (Mr Clayton) prior to the council's Staging Date' that although he did not meet the requirements to be automatically enrolled in a Council pension Scheme he could request to do so if he desired. Mr Clayton had formally acknowledged the information and confirmed that at this time he did not want to be considered to be enrolled. Secretary to complete the necessary online certificate of compliance with the Pension Regulator

9. Children's Play Equipment

Secretary presented the annual safety inspection for the play equipment. Several low risk issues were raised along with one medium/high risk. After discussion it was agreed that Councillors Biggs and Martin would form a subcommittee to investigate options for the resolution of the issues in particular the suitability of possible replacement play surface materials. Report at the next meeting.

10. Interactive Speed Warning Signs:

Councillor Biggs proposed that as the remedial maintenance for the play area would likely drain the councils resources the procurement of the speed sign would not be possible from council funds. As such it was agreed that a survey of the parish be carried out to ascertain if speed was a concern and if so, would individuals be prepared to make pledges/donations towards a fund to procure such a sign. Agreed. Notice to be placed in the 3 Towers.

11. Financial Matters:

i. Cheques signed prior to meeting; a. Clerk's wage 3rd Qtr 2016/17- £275:31p b. Post Office (HMRC) PAYE 3rd Qtr 2016/17 - £68-80p c. Wicksteed Leisure safety Inspection - £54-00pp

ii. Secretary presented a proposed budget for the year 2017/18 and after discussion Councillor Martin proposed , second by Councillor Schwarz, that the total Precept Income for the year be set at £2750-00p. Due to the reduction in the Local Council Tax Support Grant and Precept and changes to the number of equivalent band D for the Parish, the Band D Charge would increase by approx 3.5% to set the precept element at £2683-00p along with the LCTSG grant of £67-00. It was agreed by a majority vote that the total income precept against SKDC be £2750-00p. Secretary to complete Precept Request Forms.

12. Correspondence:

Various correspondences were studied. Secretary to reply as required.

13. Other Business:

i. Councillor Martin reported: Several potholes along the Elsthorpe/Grimsthorpe Road.

ii. Councillor Schwarz reported :Pothole opposite No's 40/44 Scottlethorpe Road.

iii. Councillor Biggs reported: Footpath collapsing between village Hall and School Lane. Secretary to report all to Highways Dept.

14. Next Meeting:

The next meeting of the Edenham Parish Council will take place on Tuesday, 14th March 2017 in Edenham Village Hall commencing at 7:30pm

With there being no further business the Chairman closed the meeting at 9:00pm.
