March 2017 Parish Council Meeting Minutes

Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 14th March 2017 at 7:30 pm

Present - Councillors Mrs Cranfield Mr Biggs, Mrs Whadcock, , Mrs Edwards, Councillor Mr Hill (LCC), Mr Clayton (Secretary).

Apologies - Councillors Mr Wilson , Mr Martin, Mrs Schwarz.

1. Open Forum.

Chairman welcomed three members of public. A query was raised on the future of the Children's Play Area, Chairman stated the council were fully behind retaining the Play Equipment but had serious concerns about its ongoing maintenance costs. See agenda item 7 for update. The topic of Broadband internet access was raised again with the recently published details of Phase 3 being discussed. Chairman thanked the members of the public for their attendance and input, closed the Open Forum and opened the Parish Council Meeting

3. Minutes of last meeting:

Read. Councillor Biggs proposed, second by Councillor Whadcock, that the minutes be signed as a true record. Agreed.

5. Declarations of Interest: None requested

6. Update from Previous Meeting

i. Play Area - See Item 7.

ii. Street Cleaning - Ongoing - Following concerns raised about litter, management of Bourne MacDonald's have been very helpful, adding the A151 throughout the Parish onto the sites their maintenance staff visit. Letter of thanks to them for their help.

iii.Christmas Tree/Carol Singing - reply from Steam Action stating that they were pleased that the evening went so well and hope that the event will be repeated this Christmas.

7. Children's Play Equipment:

Councillor Biggs reported; After initial investigation he suggested three possible solutions to the replacement of the safety surface with a more durable material:

Option 1. Replace chippings with a poured rubber/solution mixture. Approx £57/sq mtr.

Option 2. Replace chippings with a recycled rubber chip mulch.

Option 3. Replace chippings completely and use Plastic Matt type material where grass is allowed to grow through (as per the new play area in Corby Glen). It was agreed that Councillors Biggs and Martin should produce a detailed plan and costs for Option 3 for the next meeting

8. Speed Warning Signs:

Secretary reported; only 3 replies from parishioners following the notice in last month's 3 Towers. All supported the proposal with pledges made to the value of £170-00p. However, due to the lack of support at this time, Councillor Hill (LCC) suggested that the council request LRSP Team for a speed survey, especially in Edenham. This will provide accurate information prior to progressing any further. Secretary to action.

9. Correspondence:

Various correspondences were studied. Secretary to reply as required.

10. Financial Matters:

Cheques signed;

a. Post Office (HMRC) - PAYE 4th Qtr 2016/17 - £68-80p

b. Mr LA Clayton - Clerk's wage 4th Qtr 2016/17- £275:31p

11. Other Business:

Councillor Biggs reported: thanks to Highways for recent speedy pothole repairs Main Road, Grimsthorpe, Footpath between School Lane and Village Hall - sunken surface still not repaired. Secretary to action

12. Next Meeting:

The next meeting of the Edenham Parish Council will take place on Tuesday, 9th May 2017 in Edenham Village Hall commencing immediately following the Annual Parish Meeting at 7:30pm.

With there being no further business the Chairman closed the meeting at 8:35pm
