November 2017 Parish Council Meeting Minutes

Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 14th November 2017 at 7:30 pm

Present -Councillors, Mrs Whadcock, Mrs Edwards, Mrs Schwarz, Mr Wilson, Mr Biggs, Mr Martin, Mr Clayton(secretary)

Apologies - Councillors:: Mrs Cranfield (Chairman), Councillor Robins(SKDC), Councillor Hill (LCC)

1. Open Forum.

Councillor Martin, acting chairman, closed the Open Forum (no public present) and opened the Parish Council Meeting

2. Parish Council Meeting

3. Minutes of last meeting: Read. Councillor Whadcock proposed, seconded Councillor Martin, that the minutes be signed as a true record. Agreed

4. Requests for Dispensations: None requested

5. Declarations of Interest: None requested

6. Update from Previous Meeting:

i. Street Cleaning - Grant for Oct/Mar 18 Received (£390)

ii. Highways - Secretary briefed meeting on Highways Dept presentation attended - details of structure and contact point of revised organisation.

7. Speed Warning Signs: Secretary reported; Grant application placed with the National Lottery 'Awards for All' Scheme.

8. Children's Play Area:

i. Annual Safety Inspection report highlighted numerous cases of equipment posts with signs of rot at ground level some at a Medium to High Risk level and the rest with a Low Risk. Other faults related to poor levels of the safety surface and damage to its supporting edging. Due to the nature of the defects it was agreed that the area be closed for use and safety fence installed to prevent access. Costs are to be sought on remedial actions required along with funding options and Parishioners canvassed on the future of the area.

ii. SKDC has deferred our application for funding pending further information being supplied however, due to the above issues it was agreed to put on hold further action until such time as the future of the area is decided.

9. Xmas Tree/Lights:

Councillor Biggs reported; Xmas tree should be ready for delivery 27th Nov, he will liaise with Councillor Cranfield about installation and fitting of the lights. Councillor Schwarz agreed to source the refreshments ready for the Carol Singing event on the 12th Dec.

10. Financial Matters:

i. Cheque signed for Wicksteed Leisure Ltd (Safety Inspection) - £54-00p.

ii. Annual Precept 2018 - Secretary presented a proposed budget for the forthcoming year and following discussion it was proposed by Councillor Biggs, seconded by Councillor Edwards, that the total income required should remain at £2750 for the year 2018/19. However, due to reduced revenue support grant of £37 the precept element will rise to £2713 (approx 3% rise).

11. Correspondence:

Various correspondences were studied. Secretary to reply as required.

12. Other Business:

Councillor Martin reported; Bend Warning Sign by Dairy Farm displaced. Report to Highways

13. Next Meeting:

The next meeting of the Edenham Parish Council will take place on Tuesday, 9th January 2018 in Edenham Village Hall commencing at 7:30pm

With there being no further business the Chairman closed the meeting at 8:55pm.
