Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 9th May 2017 at 7:30 pm
Present -Councillors Mrs Cranfield , Mrs Whadcock, Mrs Edwards, Mrs Schwarz, Mr Biggs, Mr Wilson , Mr Martin, Councillor Robins(SKDC), Mr Clayton (Secretary)

1. Annual Parish Meeting.
Chairman welcomed three members of public. Minutes of the last meeting were read and signed as a true record. It was reported that some residents have now successfully had superfast Broadband Internet access connected after the recent prolonged upgrade of the service in the area. Thanks were also made for SKDC's recent clearing of the footpaths from Scottlethorpe Road to the Church, Edenham along with roadside sweeping of the village. Potholes in Church Lane were reported (secretary to action). Mr Clark, Grimsthorpe Estate, reported that planning permission had been granted for the conversion of the old barns at Pillarwood Farm and subject to necessary planning dept conditions being met a contract for construction works will be awarded later in the year. Chairman thanked the members of the public for their attendance and input, closed the Annual Parish Meeting and opened the Parish Council Meeting.
2. Parish Council Meeting
3. Election of Officers:
i. Councillor Wilson proposed, seconded Councillor Schwarz, that Councillor Cranfield be re-elected as Chairman for the year. Agreed.
ii. Councilllor Whadcock proposed, seconded Councillor Edwards that Councillor Biggs be re-elected as vice-chairman, Agreed. Acceptance of Office forms signed.
4. Minutes of last meeting:
Read. Councillor Whadcock proposed, seconded Councillor Cranfield, that the minutes be signed as a true record. Agreed.
5. Requests for Dispensations: None Requested
6. Declarations of Interest: None requested
7. Update from Previous Meeting:
i. Play Area - Councillor Whadcock reported play equipment in satisfactory condition but surface material is in poor condition. See Item 8.
ii. Street Cleaning - Ongoing - Grant received from SKDC for Apr/Oct2017 (£390.00p - increase in national minimum wage).
iii. Speed Signs - Traffic survey now completed by LRSP - awaiting detailed report.
8. Children's Play Area.
Councillor Biggs and Martin reported; Due to busy work schedules little progress had been made on project to replace play surface. It is hoped to have formal quotes ready for the next meeting.
9. Financial Matters:
i. Clerk's Administration costs 2016/17; Cheque signed for £44-40p.
ii. LALC Subscription year 2017/18; Cheque signed for £104-61p.
iii. Insurance Policy Renewal; after considering the renewal option it was proposed by Councillor Cranfield, seconded Councillor Biggs, that the option to commit to a 3 year long term user agreement thus gaining a discount on the premium. Cheque signed for £236.12p.
iv. Parish Council Accounts. Secretary presented the end of year accounts and bank reconciliation, both of which had been checked by the Internal Auditor (Mrs M Marshall). After consideration Councillor Cranfield proposed, seconded Councillor Martin, that the Accounts and Internal Audit be accepted . Agreed.
v. External Audit Accounting Governance Statements; Councillor Whadcock proposed, seconded Councilor Wilson, that the Governance Statements are agreed and declaration signed by the Chairman/RFO. Agreed.
vi. External Audit Annual Accounting Statements; Councillor Wilson proposed, seconded Councillor Whadcock, that the accounting Statements be agreed and declaration signed by the Chairman/RFO. Agreed. Secretary to compile Audit paperwork, place required public notices, upload accounts data to website and dispatch forms to Auditors.
10. Planning:
S16/2070 & S16/2071 - permission granted (with conditions) - Barn Conversions, Pillarwood Farm.
11. Correspondence:
Various correspondences were studied. Secretary to reply as required.
12. Other Business:
Councillor Biggs reported: Thanks to Mr Cunningham for refurbishment of Notice board - letter of thanks - secretary. Councillor Martin reported; Kerbstones dislodged Main Road, Grimsthorpe. Councillor Robins (SKDC) Briefed meeting on changes to SKDC following recent elections, highlighting a more entrepreneurial approx to improving the district and a planned 'big clean up' of the area which will be maintained to a higher standard in the future
13. Next Meeting:
The next meeting of the Edenham Parish Council will take place on Tuesday, 11th July 2017 in Edenham Village Hall commencing at 7:30pm.
With there being no further business the Chairman closed the meeting at 8:50pm.
