Minutes of the Edenham Parish Council Meeting Held in Edenham Village Hall on 11th July 2017 at 7:30 pm
Present -Councillors: Mrs Cranfield , Mrs Whadcock, , Mr Biggs, Mr Wilson , Mr Martin, Councillor Robins(SKDC), PCSO S Bowden, Mr Clayton(secretary)
Apologies - Councillors Mrs Edwards, Mrs Schwarz.
1. Open Forum.
Chairman welcomed PCSO Stuart Bowden, Lincs Police Community Beat Team who briefed the meeting on the current changes to the local beat team. Due to a reduction in available PCSOs the team will be less visible in the local area but PCSO Bowden is remaining and hopes to continue his relationship with the parish. He emphasised the need for the public to always report all minor incidents via the police 101 number, using 999 for emergencies - this logging of minor incidents will ensure accurate data is available to support the planning of future policing needs. The issue of traffic speed in Edenham was raised and the police team will endeavour, limited resources allowing, to carry out enforcement action. Councillor Robins (SKDC) briefed the meeting on districts plans; including a more hands-on direct approach to providing services etc. This will include; improving the appearance of the district (the 'Big Clean'), improving town markets, encouraging business and providing affordable housing. Chairman thanked PCSO Bowden and Cllr Robins for their attendance and input, closed the Open Forum and opened the Parish Council Meeting.

3. Minutes of last meeting:Read. Councillor Martin proposed, seconded Councillor Whadcock, that the minutes be signed as a true record. Agreed.

6. Update from Previous Meeting:
i. Play Area - Councillor Whadcock reported play equipment in satisfactory condition but surface material is in poor condition and some timber surround edging is displaced.
ii. Street Cleaning - Ongoing
7. Children's Play Area:
Councillor Biggs reported; Due to his busy work schedule he had made little progress. Councillor Martin reported that he had received a quotation of £7859.00p for the complete removal of the current play surface material and its replacement with Plastic Grass matting, all to current safety standards. More quotations are to be obtained and grant funding is to be investigated for the next meeting
8. Financial Matters:
Cheques signed prior to the meeting: (Clerk's wage - 1st Qtr 2017/18)
i. Post Office Ltd - HMRC PAYE , £70.20p
ii. Mr LA Clayton - Wage Admin/Street Cleaning, £281.70p. NALC recommended part-time clerks pay scale increase from 1st April 2017 (8.717p/hr to £8.873p/hr). Councillor Cranfield proposed, seconded Councillor Wilson that this be paid to the clerk wef from 1st Apr 2017. Agreed.
9. Speed Warning Signs:
The recent traffic survey results confirmed that excess speed was an issue in Edenham. It was agreed, that as enforcement would be limited due to lack of police resources and that as an engineering solution was not possible, the council is to contact the LRSP asking for assistance in funding an interactive speed warning sign. 12. Other Business: Councillor Whadcock reported; After initial issues with the broadband upgrade to her property the matter has now been resolved.
13. Next Meeting:
The next meeting of the Edenham Parish Council will take place on Tuesday, 12th September 2017 in Edenham Village Hall commencing at 7:30pm.
