Parish Council of Edenham, Grimsthorpe, Elsthorpe & Scottlethorpe
Minutes for the Parish Council Meeting: 14th March 2023 at 19:30 hours.
Attendees: Parish Councillors Mr T Clarke (Chairman), Mr A Wilson, Mrs M Marshall, Mrs A Treacy, Mr D Hawes, Mrs M Avis & Mrs C Sands (Parish Clerk).
1. Public Open Forum: As there were no members of the public present the Chairman closed the open forum.
2. South Kesteven District Council and Lincolnshire County Council Update: There were no Councillors in attendance at the meeting.
3. Commencement of the Parish Council Meeting
1. Apologies: Mrs P Cranfield (Vice Chairman), Mr M Hill (LCC).
2. Acceptance and approval of minutes: Minutes from 10th January 2023 meeting were accepted as a true record, the Chairman signed the minutes.
4. Request for dispensation: none requested
5. Declaration of interest: none requested
6. Parish Clerk Update from PC Meeting 10th January 2023
1. Speed Monitor Data: Speeding continues to be an ongoing issue along Main Street, Edenham. The Parish Clerk has obtained a new quote for the equipment to carry out Community Speed Watch sessions, however, there are currently no offers of support to help to carry out the sessions.
2. TRS Building: Conifer tree shaping, nothing new to report on this item, the Parish Clerk is awaiting a reply from Openreach.
3. Christmas Tree & Carol Singing: Everyone involved in making this event possible received a 'Thank You' via the Three Towers Magazine.
4. Drainage issues Main Street Edenham: Cllr Hill (LCC) confirmed that a tanker/ jetter vehicle will be sent to the area in due course and later this month the flooding team will be looking carrying out investigations.
5. Dog Fouling Scottlethorpe Road: This is still being monitored and the situation has improved.
6. Civility & Respect Certificate: This is now on the Parish Council website.
7. New Parish Council Matters:
1. King Charles Coronation: Bourne to Care, Main Street Edenham will be holding a Whist drive and Afternoon Tea on Thursday 4th May 2023. If you are interested in attending this event please confirm attendance directly to Councillor Avis by Monday 1st May 2023.
2. Carol Singing 2023: This item was carried over to the next meeting to allow Councillor Cranfield to be involved in the discussions.
3. Elections May 2023: Election packs handed to all Councillors present at the meeting.
8. Parish Council Documents:
1. Councillors Code of Conduct: Approved by all members present.
2. Standing Orders: Approved by all members present.
3. Financial Regulations: Approved by all members present.
Parish Clerk to upload the documents onto the Parish Council Website.
9. Play Area: Councillor Treacy reported that there are currently no issues to report in the play area.
10. Planning Matters: There have been no new planning applications. Parish Clark to contact SKDC Planning Department for an update regarding the planning application S22/1360 Randalls Farm, Scottlethorpe Road, Edenham.
11. Financial Matters: The accounts were audited by the internal auditor in February 2023, the auditor confirmed that they were all in order with no issues identified.

Salaries and HMRC PAYE: (Clerk & Community Street Cleaning due 31st March) £397.72

Play area: (16th March) Grass seed and compost for resurfacing areas £10.00
Microsoft Word Package: Annual package costs £60.00 (Parish Clerk to purchase this)
3. Bank Account Reconciliations: (13th March)
1. Treasurers Account: £2102.03
2. Business Account: £3447.07
Going forward Councillor Clarke will release payments on the internet banking app, Parish Clerk to set this up.
12. Correspondence: Various funding opportunities are available via SKDC, this information has been shared with the Village Hall Committee.
13. Next Meeting Date: Tuesday 16th May 2023 this meeting is a week later than usual due to the elections process.
There being no other business the Chairman closed the meeting at 8:45pm
